It can be thought of as one week coming in, one wek in and one week going out, so close to three weeks. I would wait 4-6 weeks after she is done to get her spayed because it is safer.
It is true that if you spay before the first heat she would've had almost a 0% chance of mammary cancer but spaying after the second heat still significantly reduces her risk. There are some people who won't spay til after 1 year old because animals can look "leggy" if they are altered early and there are health issues that can come with altering too early, especially in larger dogs.
