Default planning a birthday party....

Ok, so my mother-in-law is turning 60 this December and we wanted to do a little something extra for her. We usually get the family together and go out to eat for birthdays. My sister-in-law has rented a room at a restaurant and we are going to send out invitations to family and some friends. However, the catch is that we can't afford to pay for everyone's dinner. We are going to make desserts & a special birthday cake for her, but we can't afford to pay for everyone's meals. We know that family & friends are very important to her and she will love this. We just don't know how to put on the invitations that the guests are responsible for their own meal. I know that sounds tacky, but we just really can't afford it especially right at Christmas. Does anyone have any suggestions? I am open to them!!
