I use Jim at The Doggone Shoppe (281-493-4103). Hes super personable, has reasonable prices, and does a great job. He has groomed my Lahsa-Apso Bum for over 12 years now and has been trimming my Yorkie Chili for a year.
The down side is hes located at Westheimer and Kirkwood so I don't know if thats too far for you. I assume you're around the 249 and Louetta area or so.
