He's certainly dark in color, without knowing the age of the dog pictured it's hard to say. Could be a younger dog with a coat that hasn't lightened. Or, could be a soft coated dog and the coat (blue) will never get lighter. It can take a couple of years for the tan to completely clear if it's going to.
