My vet says this is a condition common in small breeds. He says it is a collapsing trachea and as they get older if it becomes severe it can be surgically corrected. Both of my girls have the condition and I know it is very common in Boston Terriers as well. When either of the girls have an episode we rub her throat and talk quietly to her to get her to calm down and it clears up very quickly. It seems to occur when they get very excited, which also includes playing hard then drinking too fast because they are so wound up.
Apparently rubbing thier throat and soothing them helps them to relax those muscles faster so the episode can stop. It never becomes and issue unless they canoot control it to the point it makes them unable to breath.
