Maybe your puppy just needs a bath and cleaned up from his trip. he looks "nothing" like the pics????
sometimes it takes them a little bit after their trip to warm up to you. Its a big thing, traveling, then coming out into a new world, nothing they are familur with. I would just hold him and talk to him and give him tons of love

As far as the testicles, they are up pretty deep, but they're there. He does not want to come out of the crate and is always shaking. I'm hoping that he warms up soon.
