My comment:

I know that email petitions usually don't carry much weight, but I certainly hope you will at least consider the outcry from pet owners who just don't understand how such crimes can go (relatively) unpunished. Add to our voices, hundreds of thousands of pet owners who don't know about this petition. Our beloved pets are defenseless; they look to their human guardians for everything from sustenance to love. Only a coward would hurt companion animals. They do this because they know they can get away with torturing "just a dog" or "just a cat" ... but they would do it to the object of their rage if they thought they could get away with it.

Please show them that their actions DO have consequences by not only enacting stronger penalties, but *enforcing* them, too.
