Firstly, WELCOME!!! Sophie sounds gorgeous, I cant wait to see pictures! *hint hint* It's great to have you with us and I cant wait to hear all about Sophie! I too have a young Yorkie, about 17 weeks now, so I have some idea of everything you're going through right now! 
Now, with regard to the training, I think you just need to do a bit more work on it all before letting her run off the lead and without restraint. Socialising her with other dogs is crucial and you're very wise to let it happen but maybe keep her on a lead while you see other dogs until you feel confident and safe about her obedience.
I wouldn't restrict her water intake if I were you, if she's drinking it she probably needs it. If she's really drinking a lot and it seems excessive I'd consult your Vet. My pup, Maisie, is needing to pee ever 2-3 hours but if Sophie is drinking a lot it would make sense that she needs to go more often than that.
I'm not complete sure about the food thing, so I hope someone else can help you with that one. I would've thought as long as you're stillgiving the correct amoun of callories it doesn't matter if it's wet/dry, but like I said I'm not sure.
