I dont think it is scratching because it itches I think it is mostly hitting at it to try and get it off or figure out what it is. Kinda like clothing some dogs will "scratch" at and try to shake clothing off u have to get them used to it or they might freeze. I would be worried if Callie didnt have a collar on to hold her tags because she has a few times sneaked out the door and even tho we are right behing her trying to get her to come back she could get completly away and sense she has tags I'm more likely to get her back.
