This is really really sad..... i mean people with mental illness is are very unpredictable.... poor baby.... when i saw the pics i cried...... i cannot imagine seeing a dog in that condition....... and for the neighbor that called 911 god bless their heart..... if not for them that poor dog would be tortured and dead......
