I just knotted the ends together and the tulle covers it. When you measure it should fit, unstretched and be able to fit a finger between her & the tutu.
Angelo didn't mind wearing it, and it wasn't restrictive enough to hurt. The knots stay on the outside of tutu and help it fluff up.
