That is awful!! I don't understand when they won't make an exception for something like that. I realize uncarred for dogs are a pain in the rear to the city, but when that is not the case I don't understand it. Plus having two bulldogs is not the same as having two yorkies, maybe there should be a doggie weight limit instead of quantity instead.
