These both are beyond cruel. By far.
Until our courts start handing out stiff penalties and fines.. and JAIL time.. these horrible things will not stop.
Our town is good at it.. BIG headlines and town outcry when something like this happens. Then the small fine or community service is posted somewhere in the back of the paper months later. It pisses me off.
Punishments should match the crime!
