I too believe it can be corrected using behaioral techniques. Some Dogs, however, are naturally shy, or timid with noises, and ear infections do not help matters.
I know for example, My Suzi who 8 months old does not like her hair combed, as son as she sees the comb she runs away from me. LIttle stinker, is very smart, and seems to always know when it is time to be combed. LOL.
She's 1 1/2 and i have had her since she was 12 wks old. I've made sure to socialize her to all the different noises, people & places. I know she is naturally timid but this is a bit much even for her. Perhaps i am reading too much into this but I can't help but worry
