it may be helpful to talk to a trainer or post in the training section here. one thing i've read is that comforting or cuddling a scared pup can reinforce that she should fear something, as opposed to ignoring the stimulus yourself to show that it's not something to fear. BUT it's so hard not to want to comfort them...
