You can fix these with photoshop elements. However, it will take a long time (but it would with regular photoshop too). This type of photo editing takes a lot of patience and knowledge of the software. The first one looks the hardest to me, but it's doable. I've fixed things like this many times with photoshop elements. It's a great program and under a hundred bucks. You'll just have to learn how to use the software.
