What you are dealing with I think is a dog that is under socialized and very afraid. I go with what the Lady on Its me or the dog says to work fear rather then the other fellow. She got far a better understanding.
Socialization window closes at 16 weeks but that does not mean that you can not make things a great deal better. Dogs do not mature up until they are 3 years old and so you have time and even after three you can still make changes it just much harder.
I see if you can find a positive trainer that can help guide you through some rehab work.
