Unhappy So sad, did i do the right thing?

I went to pick out what was supposed to be our newest addition to my family today. I had many conversations with the "Breeder" before hand and was so shocked and saddened after I left to pick up the poor puppy. This was the description.

1/2 Pomeranian 1/2 Lhasa Apso. She is very friendly and loves all people young and old. She is very well socialized and gets plenty of exercise. Betty is 11 weeks old and has lots of brothers and sisters that she enjoys playing with. We are looking for a good home for her. We require she is spayed. She is medical up to date.

We chose to meet on neutral ground so we could see them both play together with out distraction with out one being intimidated or over powered, I just wanted my baby to get along with his new sister. When we met (they were 20min late with no apology) they came out holding a very somber dog, that looked MUCH older than 11 weeks old. I asked how old she was again and she said she is 9 months old. I was taken back but not discouraged. Chewy was on the ground and very curious about the dog so i asked if we could set them down together and she said yes.

She set the dog down and it just layed down, she seemed SO sad ( not interested at all. Chewy was sniffing she was just laying, she wouldnt smell my hand or anything. The OWNER went to pet her and the dog jumped up, pooped a very messy liquid poop, bit her (drew a good deal of blood) almost ran off. My fiance got her she bit him and threw up, and was frantic the rest of the time.

I asked how she usually is with other dogs and people (I had asked on the phone before but I just wanted to see if her answer was going to change on this too) and she said "she is how she is, she should worm up to you guys"

We had to pass on the dog, because as much as we would love to help this poor dog, it would be unfair to chewy to put him in that kind of situation.

The lady had nothing to say when we asked about these behaviors, the age confusion, and if she had the dogs papers on her. I just feel so guilty, like i had a chance to help but am being selfish
