My vet says even if they haven't had any shots before if they are 12 weeks or over when they get their first (or subsequent) shots then that's all they need. The ones before 12 weeks are to cover them before their immune system is mature. By 12 weeks they are okay.
This is from a vet who is retired and runs a vaccination clinic to make extra money. He does still do yearly shots after that (which I don't agree with), but that's another story.
