I watch ceaser too,,and what I would have done is let her back on your lap, and have your neighbor continue to try and pet her,,and everytime she growled, I would give her a stern NO, and do the bite thing on her neck that cesar does,,and I would have continued to do that untill she gave in and let the neighbor pet her then I would have praised her and give her a treat.I always watch for learning oppertunites like that for my puppy, you just have to watch your energy, so that she learns that your the pack leader not her!...just remember dont give in, and keep making her do it untill she gives you the result that YOU want,,no matter how long it takes..good luck,,
