I don't know that you're going to find a truly vegetarian glucosamine supplement because glucosamine is derived from shellfish and chondroitin is typically derived from some form of cartilage.
Also, a lot of pills (cosequin included) contain magnesium stearate which comes from a meat source as well unless it specifies that it's vegetarian.

If you're only concerned with meat flavor, then cosequin does not contain meat flavorings from what I have seen. You don't HAVE to open the capsule and sprinkle the contents on the food. You could always give a whole pill, but the recommendations state 1/2-1 pill for dogs under 10 lbs. I think it's best to start out little by little though.
You could always sprinkle the contents into a little unsweetened applesauce or plain non-fat yogurt.
