I agree that it could be the frequency of the bathing but it also could be the nutritional input for the puppy. Skin and coat are directly related to the food/intake and the quality of the intake.
My little Gracie has terrible skin problems - almost on the verge of allergies. I made the switch to a different food and her skin and coat have been beautiful! I also use the shampoo from the same source.
