is it because chloe is small? i wonder if it's because milu is small so she is scared of bigger dogs.
milu likes smaller dogs (smaller than her) to play with, but it's hard for me to find smaller dogs for her to play with because milu is only 2.6 lbs.
maybe because she was stepped on by big dogs in her puppy class so she doesn't like big dogs?
