I'd wait a little while to see if they will go up on their own, if not you can have the shaved, and this should make it work.. if it doesn't, then you will also need to tape them.
My youger girl, Evie, had this issue of her ears going up and down, I tried shaving them, but it didn't work (I guess her ears are too big, hehe).. I didn't tape them cause I fell in love with her cute floppy ears. lol.
She can still make them stand whenever she wants, but for the most part, they're almost always flopped.
