Yes, I have a major problem of Anyone leaving A young child alone in a public place... What was she thinking? obviously not what is in the best interst of of her 4 your old little girl.
Too me it imo, she is not able to manage her 4 yr old and Yorkie at the same tme, therfore one of them gets neglected.
She may have assumed that the ladies in the front office were watching the child? Never assume anything when it comes to a very young child.
Shame on that parent
It's hard for me to even call her a Parent , by her behavior she certainly does not seem like A good one.
