YES, the woman needs to be stablized and then she will know what she did to her precious Yorkie.... Personally , most mentally ill people do not act out in violence , unless they are psychotic. Then they are capable of bodily harm on a human or animal.
Their have been mentally ill mothers doing terrible acts upon their own children, which to me, is very simalar to this incident. A innocent dog , cannot protect themselves against an unstable , metally ill person. 
Prayers need to be going out to Bobo , and donations need to be made to supoprt his long term care that he is going to need for A long time.
In A person, skin graphs are done on severe burns. I do not know how vets take care of a severely burned dog ... I am scared he not going to survive .

you know, this is a really unfair comment! of course people are very sad for bobo, and
extremely angry at this women. a lot of people here probably like dogs better than most people. i know i love dogs way more than i love most people. how can you not? dogs are made of love, unconditional love.
yes, some people here said some harsh words. but you know, i am in agreement with them.
it's completely not fair to say that "oh, she will have to deal with the guilt when she is stabilized" that's it? just that she will have to deal with the guilt?
how about the dog???
it was a very cruel and almost calculated thing that she did. she hogtied the dog to a phone book for crying out loud! and then burned the poor dog?
if someone did that to you, and now your life is in danger, are you just going to say that "oh, don't be angry people, that person will just have to deal with her guilt when she is stabilized."
well, are you?
