To OP thanks for posting this i was wondering the same thing.
Use Aileen's Stiffen Quick....it's in a spray bottle....you need to put your bows on knitting needle forms (2 different size needes, one for the smaller loop and a larger one for the larger loop) prior to spraying....then you continue spraying after each drying period until they are the desired stiffness.

Work with a ruler.....cutting to the right length. You'll have to have a second measurement on the ruler, so that once you've looped the piece of fabric together you can make sure your bow is not too wide.
