I think some people may be just ignorant about it. Before I had a yorkie, I never realized that they need to wear clothing during the winter. However, after doing lots of reading and especially joining YT, I found out so much information about this breed. Now that I'm fortified with the information, my little girl Cassi always goes outside with a shirt and a sweater when it's chilly out. I've also purchased a few jackets for her to wear in the winter as well. At home, she has her PJs (which we just recently purchased from another YT member) and a nice comfy bed/blanket from diggy4. Before, I go to bed I always make sure that Cassi is covered with her blanket.
So I definitely think it wouldn't hurt to mention this again to your neighbor (and offer clothes, which I think is extremely considerate of you). After all the little furbabies needs someone to speak to their owner since they can't.
