I would leave it alone.........you did get him back, and that is great. I'm surprised that a detective spent time on a case for a missing pooch, when they rarely spend the time on a missing person. Thank the police and the other "owners" for taking care of him.
Now for the people, you did say he ran away, and they could say they found him which is the truth.....so I don't think it is stealing. I think they took on the "finders keepers" rule. This is ethical decision played on people everyday.
