Our dog wasn't teeny tiny, and he was able to go up and down at 15 weeks or so. Just supervise him the first few times . . . I remember Buster when he first learned how to get up, but got confused trying to come back down the stairs and had a tumble down one step.

Also, hard surfaced floors and stairs will make things more difficult. They're slick, they're tougher to negotiate and pose more risk for injury.
