The flashing pictures some members have under their usernames are called avatars, they are made in a program and then uploaded.
To upload a photo to the thread to display at the bottom of your post you need to click on "manage attachments" on the post edit page, you need to scroll down a little to see it. You then have a page where you can browse your computer and upload a photo for your post.
