I wouldn't take it up. If water can seep under there, so could a bleach solution, and it's probably just around some edge. I'm not sure of the proportions, it's may say on the bleach bottle, but just pour a mixture of bleach and water in the area. This should kill the mildew. After that, see if you can rent some fans, or drying equipment. This will make a huge difference, and it's what insurance companies do when they repair a flooded area. By the way, have you contacted your homeowners insurance? This is usually covered, and they should be able to give you some great advice, they would want to fix this, before it gets into walls. If the area has high humidity and low ventilation, you might want buy a dehumidifier.
