I don't think that I would question the vet too quickly. If you want a second opinion, get one. I don't think a torn ACL is anything to fool around with (and it may cause more problems as he gets older). I would consider the surgery..... and not postpone it too long. ($4000 sounds pretty high.... check with other vets on that, too)
