a "bad" dog is usually a bored dog... so i think your suggestions are RIGHT on.. he needs to be walked.. at least twice a day. is it a yorkie? If she is low on time she can buy those little doggy back packs at petsmart and put "weights" in them to get the affect of a long walk in a shorter walk (maybe a small tomato juice can?)
Also he should have toys that keep him engaged all day. sounds like you know what you are talking about
