How old is your little girl?
Try not putting a pad in her crate. Instead put her toys & blanket in there, maybe even a little treat. Put the pad right outside the door.
When she is out running around the house, watch her like a hawk and everytime she starts to go pick her up and put her on the pad. Some dogs take longer than others to get the message.
