Well you combined the two words...ticking is what it's called, but it's freckles.

Any dog with a pie bald gene has ticking. Maltese, dalamations etc. Smokey probably has more than just on his chest. You can really see Reggie's "freckles" when he's wet. He is loaded with them. Even his toes are freckled...some are pink and some are black.
