It might be worth it for puppies, especially for peace of mind if something major comes up like an accident. I think it is seldom worth it for routine care. As dogs age and their list of preexisting conditions grows, it is less worth it because these things are usually not covered.
Probably the best way is to set aside money in an account for your pets and using that in an emergency instead of paying an insurance company.
