Default Housebreaking Woes

My little Chase is 17 weeks old and we've been training him to use the pee pads. He uses the pee pad 80% of the time with the occasional accidents. Now that he's fully vaccinated, I want to train him to go outside. The problem is that he's holding his pee/poo until we get back inside. I take him outside as soon as he wakes up in the morning, place pee pads outside, give praise/treats when successful pee/poo occurs, etc. It's been extremely difficult to get him to understand doing his "business" outside. Any tips?

Also, once he is accustomed to going outside, should I not keep any pee pads inside?

P.S. He graduated from his puppy kindergarten class today and was voted "Top Dog for Tricks".
