Default Teaching Potting Outside

My 7 month old yorkie girl believes going outside is to play, not to potty. She will bark in front of the sliding glass door and we think she needs to potty, so we take this as an opportunity to show her that it is time to potty. When she goes outside, she runs around chasing flies or sits in the sun.

How can I make her know that when shes outside, she needs to potty first, play later.

Am I expecting too much out of my puppy, or out of a dog in general?
