How about Ultra Paw dog boots. They claim that they do stay on. I see there is another make called GripTrex, which make the same claim. I have been told not to buy 'cute' shoes, but ones used on sled dogs, as these are the only ones that will stay put. The boots are light so it shouldn't cost much to have them posted from the US or Canada.
