Has the vet given you an exercises to help improve with his strength? I know that doesn't get to the root of the problem and chills etc, but it will keep him from getting too deconditioned. There was a thread a while ago about a swimmer puppy that someone posted about exercises on. I will look for it. It can't hurt just to start working on improving his range of motion and holding him up and having him bear increasingly more weight on the legs for longer periods of time...
