Some puppies develop what is called swimmers legs and if not assitted.....by some kind of egg crate (out of foam rubber) or taping their hind legs together and pushing to help them get up on them.....they will remain pulling themselves around.

The large knees thing I've never heard of (doesn't mean there isn't a name for it). My suggestion is to have a Orthapedic surgeon take a look at him.
