That is strange. I guess I just don't understand that because I grew up on a farm with cattle and goats and so on, and always had to go through the USDA. I guess it would be odd to me if someone who was only a dog breeder would have USDA licensing, but I would be very offended if someone considered me a puppy mill because I have to be licensed through the USDA for my goats that my kids show in 4H.
