I say the sooner you start the better. You can nip any destructive/negative behaviors in the bud! I started basic commands with paddy at 3mo because thats when I got them home. I would guess they are saying to wait till then 1. because thats when most people get them home, 2. they are discribing an optimal time, like maybe it isn't as easy at 7wks as at 12 but it is still possible.
