Default Earliest safe age to neuter?

I have read that some shelters will neuter as early as two or three months to make sure that the dog won't reproduce but I am wondering if any reputable yorkie breeder would do this.

I'm asking because I'm currently in correspondence with an individual who says that she neuters her males before selling them at the age of 10-12 weeks. I am just trying to make sure that this is not a scam (the cost is $600 with neuter and microchip). The parents are about six pounds so the puppies wouldn't be THAT small at the age of surgery but nonetheless.

The breeder has a website with plenty of information on it (even though it doesn't look very professional), a listed address and phone number, promises AKC registration, has given me a picture of the parents, etc. I just don't want to throw down a deposit of $100 only to lose it.
