I can't believe that this dog isn't being held since it didn't have it's rabies shot. In most places if the dog bites and hasn't had it's shot, it is held for a specific time to make sure it is healthy. In Minneapolis, if a dog bites, it is put down. My daughter's pastor had a real nice dog that some kids were teasing and throwing things at. Well, it bit one of the kids, and they were forced to put the dog down.
