Not that a bite like that isn't serious, but it could have been so much worse, scary to think about!
Maybe you can enlist the help of your friend that lives across the street from these people, to call Animal Control every time she sees the dogs roaming off leash. If they get enough calls, SURELY they will take the dogs away, hopefully to be rehomed to responsible folk.
I hope that the wound doesn't prevent your daughter from enjoying her soccer. We're a soccer family too and I know how important and fun it is to them
