That is not uncommon.
There are three schools of thought on this.
The first is either dogs don't feel pain like humans or some pain is good because it keeps them calm while they are healing.
The second is only give it if they really act like they need it.
The third (of which I totally agree) is that dogs do feel pain (they tend to try to hide it though). The dog has just had a hysterectomy and they certainly better be given something to control the pain unless a medical condition makes medication very risky for them. Pain meds can also make them sleepy which is good. Think of having abdominal surgery with no pain meds. It would be about the same for your pup. If the vet doesn't want to give them, I'd go somewhere else.
