A collar ...choke or flat buckle or harness it makes no difference at all.. AT ALL!!!!! as to if a dog will pull. They will and it because if you pull ,they pull into the pull to balance them self. if you push they push back to balance them self.
Go grad a human you know and push, they push back to stay standing... now pull them and they pull back to stay standing.
He teaches dogs to pull him around with a harness and a sled dog is taught to pull in harness. Police dogs work in harness as it is much better for them to do so.

Harnesses are being use across the board on all sized dogs to stop the pulling of the neck and to stop neck injuries on all sized dogs and not just for the throat of little dogs.
Harnesses are the most humane way to have a dog contend for its safe keeping. Will become the starndard in time for all breeds not in competitive sports.
Only problem is coat damage and some harnesses chafe so you have to check them for fit...

I know that when one does not know the science behind why things do as they do it easy to drop any old meaning on things but harness cause pulling yeah no he off by million miles.
Try lack of training and allowing the dog to do it.
