I would ask your vet if you are worried, that way you are reassured that your dog will be fine.
My Jeter is a tiny guy, he is 1 years old and is 2 pounds 8 ounces as of yesterday's vet weigh in. He was started on Heartgard when he was 4 months old and he was only 1pound 4 ounces when started on the meds. He got a whole chewable tablet and he was fine and every month he gets his chewie meds and I have never had a problem with it.
I did question if the dosage was safe for him at the time though and he went above and beyond getting the information for me to make sure it was safe to give him the full dosage.
